This Enumerated Powers of Congress Comic Strip challenges students to be creative as they demonstrate their understanding of Article One of the United States Constitution. They will illustrate and briefly describe nine Enumerated or Delegated Powers of Congress in an eye-catching Comic Strip. Use this one-pager as a review tool at the end of your Legislative Branch unit!

This Enumerated Powers of Congress Comic Strip challenges students to be creative as they demonstrate their understanding of Article One of the United States Constitution. They will illustrate and briefly describe nine Enumerated or Delegated Powers of Congress in an eye-catching Comic Strip. Use this one-pager as a review tool at the end of your Legislative Branch unit! 

This could be a handy lesson in symbolism and representing big ideas in just a few images. It is suitable for elementary, middle, or even high school students studying Civics, American History, or American Government, because the Comic Strip can be made more or less complex depending on student capability! 

This resource includes:

✯ Powers of Congress Comic Strip Instructions and Rubric detailing the expectations of the assignment. There is a rubric for grading and space for teacher comments. Print this on the back of the comic strip template for easy grading!

✯ Powers of Congress Comic Strip Templates. The first has the labels filled in on each box, using the powers of Congress from the curriculum I’m familiar with. The powers I’ve included in the first template are:

  • Coin Money
  • Collect Taxes
  • Impeach Public Officials
  • Regulate Trade
  • Make Rules about Immigration and Citizenship
  • Create an Army and Navy
  • Ratify Treaties with Foreign Nations
  • Approve Presidential Appointments

I realize that some teachers might focus on different Enumerated Powers in their curriculum, such as creating post offices or regulating copyright. That’s why I’ve included a Blank Comic Strip Template as well! You can use this blank template if you would rather have your students fill in the Powers of Congress themselves!

✯ There is also a Sample Completed Comic Strip to demonstrate expectations and inspire your students!

This is a really fun project that gives your students a creative outlet all while providing enrichment for your Constitution/Legislative Branch unit. It’s a great review tool! Use the finished projects in interactive notebooks or display them on a bulletin board of student work! 🙂
